One of the innovations of the new republic is the full attention to people with special needs, and this was exemplified by the adoption of His Excellency the President of the Arab Republic of Egypt, Abdel Fattah Al-Sisi, to fully care for this category, and the decisions of the Supreme Council of Universities came as a direct response to this concern. May of (2015) to emphasize this meaning of the right of deaf and hard-of-hearing students to enroll in faculties of specific education in Egyptian universities, as well as Law No. (10) of (2018) on the rights of people with special needs, which urges setting clear guarantees for people with special needs to obtain all Their dues and their fair integration into society, and international research has focused on the experiences of people with special needs joining the university, and it was found that these experiences faced many challenges, and then many researchers suggested many things to facilitate the process of educating people with special needs at the university level, among the important facilities Which international research results indicated is the education and training of students with special needs, faculty members and administrators, to use digital technology in a manner that suits all category.
