Standards for Developing and Delivering E-Learning Courses for K-12 Students through Learning Management Systems

Abstract

This research addresses the critical challenge of lacking standardized and culturally adapted criteria for developing e-learning courses targeted at K-12 students in the Arab world. Despite the significant acceleration in digital transformation within Arab educational systems, particularly following the COVID-19 pandemic, the majority of e-learning courses demonstrate substantial deficiencies in complying with global quality standards, while also failing to align with the distinctive cultural and value context of Arab societies.
The significance of this study lies in its pioneering systematic scientific approach to adapting the global Quality Matters standards—comprising eight main standards subdivided into 43 sub-standards—in harmony with the unique characteristics of Arab societies and their value and educational frameworks. These standards represent some of the most widely adopted and reliable measures globally for designing and evaluating the quality of e-learning courses.
The research concludes that fundamental modifications to the Quality Matters standards are essential for effective alignment with the Arab environment. Key recommendations include: enhancing family involvement in monitoring children's educational progress, integrating value-based, ethical, and religious systems into educational content design, developing innovative mechanisms that strengthen Arab students' cultural identity through e-learning courses, and implementing flexible technical solutions compatible with the varying technological infrastructure across diverse Arab countries.
The study offers practical recommendations for Arab educational institutions, including: progressively and systematically adopting the proposed standards, establishing a unified Arab body for accreditation and quality assurance of e-learning courses, emphasizing the qualification and training of instructional designers and teachers to efficiently implement these standards, and strategically investing in advanced technologies such as artificial intelligence and virtual reality to develop sophisticated interactive courses that address the needs of Arab learners while keeping pace with their future aspirations in the era of digital transformation.
